SYMPTOMSIf you create a Web page (HTML) document that contains a frame border that is less than 4 points in width and the Frame is resizable in browser option is selected, you cannot resize the border in Microsoft Internet Explorer. CAUSE
Word represents the borders in point sizes by default. If the border width is less than 4 points, Word sets FRAMESPACING equal to zero (0); for example, FRAMESPACING = 0. WORKAROUND
To work around this behavior and be able to resize frame borders in Internet Explorer, change the frame border property to a width of 4 points or greater.
