SUMMARY
You can create legal page numbering for duplexed pages with a combination
of fields in Word for Windows--for example, "Page 1 of 3" on the front and
back of the first physical page, "Page 2 of 3" on the front and back of the
second physical page, and so on:

First, you need to establish different odd and even headers and footers:
Word 6.0, 7.0, 97
- From the File menu, choose Page Setup.
- Select the Layout tab.
- Choose "Different Odd and Even."
- Choose OK.
Word 2.x
- From the View menu, choose Header/Footer.
- Choose Different Odd and Even Pages.
In the Odd Header/Footer, insert the following fields:
Page {=({page}+1)/2} of {if {=mod({numpages},2)} = 0
"{={numpages}/2}""{=({numpages}+1)/2}"}
In the Even Header/Footer, insert the following fields:
Page {={page}/2} of {if {=mod({numpages},2)} = 0
"{={numpages}/2}"
"{=({numpages}+1)/2}"}
Note that you can use more spaces in the fields than are shown, but you
cannot use fewer. If you use fewer, you will receive error messages in
place of the field codes.
