SYMPTOMSIf you publish a worksheet as an interactive Web page and view it in a browser, medium weight borders that use the dashed or dashed-dot line style may appear as solid lines instead. CAUSE
The Microsoft Office Spreadsheet Component does not support publishing the thicker dashed or dashed-dot borders, and converts them to solid borders. MORE INFORMATION
Thin borders that use the dashed or dashed-dot line style appear as expected when published as an interactive Web page.
