This problem may occur when both of the following conditions are true:

To work around this problem, use either of the following methods. Open the file that is not in Microsoft Excel file format before you open the workbook that contains the picture.Method 2: If you open a workbook that contains a picture that is linked to a range of cells, do not open any files other than Microsoft Excel files STATUSMicrosoft has confirmed this to be a problem in Microsoft Excel 97 for Windows. This problem was corrected in Microsoft Excel 97 for Windows, Service Release 1. MORE INFORMATION
You can create pictures of worksheet data, charts, and other objects and
use them as illustrations in a worksheet or a document that you create in
another program. You can resize, move, and edit a picture like a drawing
object.
