SYMPTOMS
When you customize a menu or a toolbar, the Customize command on the Tools
menu is not listed in the Customize dialog box, and you cannot add this
command to the custom menu or toolbar.
WORKAROUNDTo work around this problem, use either of the following methods. Method 1: Use the Customize the Menu Item CommandA Customize Menu Item command is available in the Customize dialog box under Macros. To access the command, follow these steps:

STATUSMicrosoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article. This problem no longer occurs in Microsoft Excel 2000.
