In Microsoft Access version 2.0:
CAUSECertain permissions are added by default when you give modify design permission on a table. These permissions are read data, update data, and delete data. However, the user must also have insert data permission on the table to open it in Design view, and this permission is not added automatically. RESOLUTIONGive the user insert data permission on the table, in addition to modify design permission. STATUSThis behavior is by design.
