CAUSEThere are two known causes of this error:
RESOLUTIONIt is highly recommended that the server extensions be kept up to date with the latest releases. In addition to security enhancements, the latest versions of the FrontPage Server Extensions have more advanced diagnostic and troubleshooting features built in. You can check the version of your FrontPage Server Extensions by running the Front Page Administrator tool (Fpsrvwin.exe). A shortcut to this utility can be found under Start/Programs/NT Option Pack/Microsoft Internet Information Server. The latest version of the FrontPage Server Extensions can be found at the following Web site: http://officeupdate.microsoft.com/frontpage/wpp/default.htmWhen you have ensured that you are running the most up to date version of the extensions, open the FrontPage Server Administrator utility and click the "Check and Fix" button to run a diagnostic exam of your extensions. The "Check and Fix" button replaces some missing files, INI entries, and adjusts permissions on files. When Prompted to "tighten security," click Yes. This will adjust permissions on the FrontPage webs and ensure that the anonymous account used by the Web server does not have Author or Administrate FrontPage permissions.
