Once you run Developer Studio with the /USEENV switch it always uses the environment specified in the Control Panel System applet. Developer Studio does not default back to using the settings specified in the Directories tab under Options and off of the Tools menu. This happens even if you later run Developer Studio without the /USEENV switch. RESOLUTION
Upgrade to the latest Visual Studio service pack. STATUSMicrosoft has confirmed this to be a bug in the Microsoft products listed
