SYMPTOMSWhen you upgrade from Microsoft Windows 95 or Microsoft Windows 98 to Windows 2000, all user accounts are added to the local Administrators group in Windows 2000. CAUSEThis behavior occurs because Windows NT Setup preserves the full access to local resources that is available to users who log on to a computer running Windows 95 or Windows 98. RESOLUTION
To work around this behavior, move any users who you do not want to have
local administrator rights from the local Administrators group to the
local Users group. To do so, follow these steps:
