The information in this article applies to:
SYMPTOMSAfter you upgrade to Windows 2000 Professional from Microsoft Windows 95 or Microsoft Windows 98 with user profiles enabled, all users who had existing profiles become members of the Local Administrators group. CAUSEBy default in Windows 95 and Windows 98, all users have full control and access rights to the computer. Rather than reducing these rights and increasing restrictions by placing all users in the Local Users group after the upgrade, all users are made members of the Local Administrators group. STATUSThis behavior is by design. MORE INFORMATION
You can control this behavior in a deployment scenario by using an unattended installation. This behavior is based on the value of the MigrateUsersAsAdmin key in the [Win9xUpg] section of the Unattend.txt file. This value can be "Yes" or "No," with "Yes" being the default.
