SYMPTOMSWhen you are logged on to a computer that is part of a Windows 2000 domain, you cannot create local machine accounts using the "Users and Passwords" tool in Control Panel. CAUSEThe "Users and Passwords" tool only supports adding domain accounts to the computer when the computer is part of a domain. A computer that is not part of a domain does not experience this issue. RESOLUTIONYou can create a local user account on a computer using the Computer Management (Local) snap-in. To create a local user account:
