Add/Remove Programs Does Not Display Published Applications When Terminal Services Is Installed

SYMPTOMS

When you assign or publish a software policy in the Active Directory, computers that are running Terminal Services do not implement the policy. No error message is displayed on the client computer or logged in the domain controller's event logs.

Similar behavior occurs when policies are applied to users or groups of users. The software policies are implemented on computers that are not running Terminal Services, but not when the clients connect to or log on to the console of a computer running Terminal Services.


CAUSE

This behavior occurs because computers running Terminal Services require specialized policies for application deployment that include the use of transforms. Because these policies are specific to Terminal Services, it is necessary to manage these computers separately from other computers in the domain.


RESOLUTION

In situations such as this, you should manage the computers running Terminal Services by grouping them through an Organizational Unit (OU), applying the software policy, and using the appropriate transform for the software to run on Terminal Services.


STATUS

This behavior is by design.
