Cannot Rename the Favorites Folder in Windows 2000

SYMPTOMS
If you rename the Favorites folder in Windows 2000, the folder is re-created instantly when the existing folder is renamed.
CAUSE
This behavior occurs because of differences in file locking between Windows 2000 and Microsoft Windows 95/Microsoft Windows 98. Renaming the Favorites folder would cause problems in Windows 2000.
Microsoft strongly recommends against attempts to rename any system folder. Renaming a system folder could cause serious problems or instability.
RESOLUTION
If it is necessary to rename the Favorites folder in Windows 2000, use the following method.
NOTE: The following method provides information about a configuration that is not
supported by Microsoft. This information is provided for informational purposes only. Microsoft
makes no guarantee that this configuration will function properly.
Install the TweakUI tool from the Resource Kit. On the My Computer tab in TweakUI,
you can use the Special Folders section to view and edit the locations of the special
Windows folders. Click the Favorites folder in the Folder section and change
it by clicking Change Location. Note that this is a per-user setting. You must log off
and back on for the changes to work.

The behavior is by design.
