The Russian language setting always uses the Cyrillic characters and fonts. The Regional tool in Control Panel installs code page conversion tables and does not install fonts.

Note the different numbers at the begining of the string for the "855 OEM-Cyrillic" language setting and the "866 OEM-Russian" language setting. One is an IBM standard and the other is an MS-DOS standard.
