Changed Regional Settings Do Not Take Effect Until Restart

SYMPTOMS

During Windows 2000 Setup, you can customize the keyboard layout in the Regional Settings wizard. However, when you advance to the next stage in Setup (the Name and Organization wizard), the default keyboard layout settings are still used.

CAUSE

The changes to the keyboard layout do not take effect until the computer reboots. There is no message indicating that the change does not take effect immediately.

STATUS

Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article.
