SYMPTOMSWhen an ordinary user who is a member of the Users group is installing Windows 2000 on a drive using the FAT file system, that user can edit the Boot.ini file and save the changes. RESOLUTIONTo resolve this issue, convert the system partition to the NTFS file system and then secure the root folder.
