Dial-Up Networking connections do not require that you include an area code for a phone number.

When you add a phone number in the properties of a Dial-Up Networking connection, you can enter a phone number without adding an area code.

This behavior is by design.

NOTE: If you leave the Area Code box blank or if the area code you use does not match the area codes defined in the Area Code Rules set, then the Area Code Rules are not used.
