Windows 2000 Professional includes a Netsh command-line utility that you can use to make modifications to the TCP/IP configuration on the local interface.
CAUSEThis behavior occurs because Netsh is looking for the Winsmon.dll file, because Windows 2000 Beta 3 adds the following registry entry: HKEY_LOCAL_MACHINE/Software/Microsoft/NetSh/Upgrading from Beta 3 to later versions may leave this registry entry intact. If this entry exists but the file is not on your computer, the error messages occur. RESOLUTIONWARNING: Using Registry Editor incorrectly can cause serious problems that
may require you to reinstall your operating system. Microsoft cannot
guarantee that problems resulting from the incorrect use of Registry Editor
