Cannot Run Windows 2000 GUI-Mode Setup in Safe Mode

SUMMARY

When Setup reboots your computer into the GUI-mode portion of Setup, the Boot.ini file has been built and lists an option to press F8 for advanced startup options (such as Debugging mode or Safe mode).

If you encounter any problems during this phase that require the system to restart, do not select any Safe-mode startup.

Safe-mode boot does not work during GUI-mode Setup and may cause additional problems during the Setup process. When you use any Safe mode, a registry key is written at the following location that specifies the mode that you selected:

HKLM\System\CurrentControlSet\Control\SafeBoot\Options
Note that this key exists only when Windows is using Safe mode. When you shut down or restart the computer, this key is removed.

When this key is present, only certain services listed in the HKLM\System\CurrentControlSet\Control\SafeBoot key are started (depending on the value in the Option registry key). Certain services must start for Setup to initialize and configure the system properly. For example, the Windows File Protection (WFP) service must start. During GUI-mode Setup, files used by Setup must be verified by WFP; if this service is not started, Setup does not succeed.

The system may seem to stop responding (hang), but eventually displays a dialog box stating:
Setup had problems registering the following...
Clicking OK produces another dialog box stating:
An error has been encountered that prevents Setup from continuing. Setup failed to install the product catalogs. This is a fatal error. The Setup logs will contain more information.
When you receive this error message, reboot the computer and continue with Setup, but do not select any version of Safe mode.
