SYMPTOMS
After you upgrade a Windows NT 4.0-based primary domain controller (PDC) to Windows 2000, Dcpromo.exe runs but configures the server as a member server. Dcpromo.exe does not default to a domain controller promotion.
CAUSEThis situation can occur if NetWare Directory Services (NDS) for Windows NT is installed on the Windows NT 4.0-based domain controller when you upgrade to Windows 2000.
