Power Users Cannot Load and Unload Drivers

SYMPTOMS

Members of the Power Users group cannot by default start or stop non-Plug and Play device drivers and services. The option to start or stop these drivers and services is unavailable on the Drivers tab in the device's properties, or after right-clicking a service.


CAUSE

You must have the "Load and unload device drivers" privilege to start or stop services or drivers. Members of the Power Users group are not granted this privilege by default.


RESOLUTION

To add the right to load and unload drivers:

  1. Log on to the computer as a local administrator.


  2. Click Start, point to Programs, point to Administrator Tools, and then click Local Security Policy.


  3. Under Security Settings, double-click Local Policies, and then click User Rights Assignments.


  4. In the right pane, double-click Load and unload device drivers.


  5. Add the "Load and unload device drivers" privilege for the appropriate users.


NOTE: Implemented domain policies override all locally implemented policies.


STATUS

This behavior is by design.
