Standalone CA Service Pends All Certificate Requests

SUMMARY

When you install the Windows 2000 certification authority (CA) service as a Standalone CA, instead of an Enterprise CA, Windows automatically pends all certificate requests. The CA administrator must approve or deny each request.

The Certificate Server 1.0 program that is included with Windows NT 4.0 Option Pack, automatically issued certificates without requiring any CA administrator approval. This default behavior was not acceptable for customers who did not want to have to write their own policy module. Therefore, the certification authority service that is included with Windows 2000 automatically pends all certificate requests.
