CAUSEThis behavior can occur if your installation of Microsoft Internet Explorer is modified using the Microsoft Internet Explorer Administration Kit (IEAK) to disable the Internet Connection Wizard functionality. RESOLUTIONWARNING: Using Registry Editor incorrectly can cause serious problems that
may require you to reinstall your operating system. Microsoft cannot
guarantee that problems resulting from the incorrect use of Registry Editor
