The information in this article applies to:
SYMPTOMSWhen you click Start, click Run, type progman.exe, and then click OK, no program groups are visible in Program Manager. Also, if you click New on the File menu, the Program Groups dialog box may open automatically, instead of prompting you to choose to create a new program group or a new program item. CAUSEThis behavior can occur if you install Windows 98 on a computer that does not already have an operating system (such as Windows 3.x or Windows 95) installed. Because of this, the Progman.ini file does not contain a Groups section with corresponding information about program groups. RESOLUTION
To work around this behavior, create custom program groups and program
items to populate Program Manager. To do so, use the appropriate method:
Create a Program Group
Create a Program Item
