SYMPTOMSWhen you upgrade a computer running Microsoft Windows 95 with user profiles enabled to Windows 98, or you install Windows 98 using a scripted installation that uses user profiles, each new user that logs on to Windows 98 for the first time may be prompted to personalize his or her settings. CAUSEThis behavior occurs because the default user profile is not personalized during Setup. RESOLUTION
To resolve this issue, follow these steps:

New user profiles are created from the default user profile unless an
existing roving user profile already exists. Personalizing the default user
profile increases the startup time of Windows 98 when a new user logs on
for the first time.
