SYMPTOMS

When you dial your Internet Service Provider (ISP), you may connnect successfully, and then receive the following error message:

Error 691: The computer you are dialing in to cannot establish a Dial-Up Networking connection. Check your password, and then try again.


CAUSE

This behavior can occur if you have setup the CompuServe service from the Online Services folder on the Start menu and you have not connected to CompuServe through the CompuServe software included in Windows 98. The CompuServe setup does not finished until you connect to CompuServe though the CompuServe software to set up the default dial-up setting. This issue can occur for any of the following reasons:

  • The Telephon.ini file is missing or damaged.

  • You have configured the CompuServe service from the Online Services folder on the Start menu and you have not connected to CompuServe using the CompuServe software included in Windows 98. CompuServe is not completely set up until you connect to CompuServe using the CompuServe software, which sets the default dial-up setting.

  • The Rasapi32.dll file, which is used to verify the connection to an Internet service provider (ISP), may be different than the file included with Windows 98.


RESOLUTION

To resolve this issue, use each of the following methods. After you use one method, test to see if the issue is resolved.

Create a New Telephon.ini File

To create a new Telephon.ini file, follow these steps:
  1. Rename the Telephon.ini file located in the \Windows folder to Telephon.old.


  2. Restart the computer.


  3. Double-click the Tapiini.exe file located in the \Windows\System folder. Note that the program runs very quickly. The Tapiini.exe file creates a new Telephon.ini file in the \Windows folder.


Connect to CompuServe

To connect to CompuServe using the CompuServe software included in Windows 98, follow these steps:
  1. Click Start, point to Programs, point to Online Services, point to CompuServe, and then click CompuServe 4.0.


  2. Click Setup.


  3. Type your member name, member ID, and password, and then click OK.


  4. Click Internet.


  5. Click Yes when you are prompted to use Dial-Up Networking to connect to the Internet.


  6. Click the appropriate country, and then click OK.


  7. After you have connected to CompuServe, log off CompuServe, and then restart your computer.


Verify the Version of Rasapi32.dll

To verify that the current version of Rasapi32.dll is the file included in Windows, check the following registry key:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\RemoteAccess\Authentication\SMMFiles\PPP

NOTE: If you use CompuServe as your primary ISP, changing this value in the Registry may cause the logon process to fail.

The Telephon.ini file stores the settings for all TAPI-enabled programs, such as Fax and Dial-Up Networking.
