The information in this article applies to:
SYMPTOMS
When you attempt to view a Web page using Internet Explorer, you may
receive the following error message:
Cannot open Internet site https://<Web address>.
A connection to the server could not be established.
CAUSE
This behavior can occur for any of the following reasons:
- You have mismatched Windows Sockets dynamic-link library (DLL) files.
For example, this behavior can occur if you install the Windows Sockets
(Winsock) 2.0 update for Windows 95 on a Windows 95-based computer,
upgrade to Windows 98, and then attempt to revert to your previous
version of Winsock by running the Ws2bakup.bat file.
- Your Dial-Up Networking (DUN) or Internet settings are incorrect.
RESOLUTION
To resolve this behavior, remove and then reinstall the Transmission
Control Protocol/Internet Protocol (TCP/IP). To do so, follow these steps:
- Click Start, point to Settings, click Control Panel, and then double-
click Network.
- On the Configuration tab, click TCP/IP, and then click Remove. Repeat
this step for each instance of TCP/IP before continuing to step 3.
- Click OK, and then click Yes when you are prompted to restart your
computer.
- Click Start, point to Settings, click Control Panel, and then
double-click Network.
- Click Protocol, click Add, click Microsoft in the Manufacturers box,
click TCP/IP, and then click OK.
NOTE: If receive version conflict error messages during this process,
click No when you are prompted to keep a newer version of the file.
- Restart your computer.
- If these steps do not resolve this behavior, repeat the steps, but
remove and reinstall all installed network components.
- If the problem still occurs, check with your Internet service provider
to verify your Internet settings.
MORE INFORMATION
The Winsock 2.0 update for Windows 95 includes the Ws2bakup.bat file for
removing Winsock 2.0. If you attempt to remove the update on a computer
you upgraded to Windows 98, the files restored from the Ws2bakup.bat file
do not work properly.
