CAUSE

This behavior occurs because of a problem with the Shellm.adm file.

RESOLUTION

To resolve this issue:

  1. Change the order of the following lines contained near the end of the "CATEGORY !!StartMenu" section of the Shellm.adm file
    from

    KEYNAME Software\Microsoft\Windows\CurrentVersion\Policies
    PART !!MemCheckBoxInRunDlg CHECKBOX
    to:

    PART !!MemCheckBoxInRunDlg CHECKBOX
    KEYNAME Software\Microsoft\Windows\CurrentVersion\Policies

  2. Save and close the Shell.adm file.

  3. Re-create the policy using the new copy of the Shellm.adm file.
