SYMPTOMS
When you attempt to upgrade from Microsoft Windows 95 OEM Service Release 2 (OSR2) to Windows 98, you may receive the following error message:
SU0013
Setup cannot create files on your startup drive and cannot set up Windows 98.
CAUSE
This behavior can occur if drive C on your computer is configured as a removable media device and the drive is using the FAT32 file system.

- On the Startup menu, choose Start Computer with CD-ROM Support, and then press ENTER.
- At the command prompt, type <CD-ROM drive>:\win98\setup, where <CD-ROM drive> is the drive letter assigned to
your CD-ROM drive, and then press ENTER.
- Follow the instructions on the screen.
