New Dialing Rules for Spain and Italy Require TAPI Update for Windows 98

SYMPTOMS

On a computer running Windows 98, you may not be able to correctly dial long-distance telephone numbers if your current dialing location is in Spain or Italy.


CAUSE

The long-distance and international dialing codes for Spain and Italy have changed.

A new numbering and dialing plan for Spain became effective as of April 3, 1998. The previous numbering and dialing plan was discontinued as of June 5, 1998.

A new numbering and dialing plan for Italy became effective as of June 19, 1998. The previous numbering and dialing plan was discontinued as of December 18, 1998.


RESOLUTION

A supported fix that corrects this problem is now available from Microsoft, but it has not been fully regression tested and should be applied only to systems experiencing this specific problem. If you are not severely affected by this specific problem, Microsoft recommends that you wait for the next service release that contains this fix.

STATUS

Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article. This problem was corrected in Windows 98 Second Edition.

Spain

The following changes are included in the new dialing plan for Spain:
  • All numbers (local and long-distance) must be dialed as full 9-digit numbers.


  • The current national prefix of 9 is now incorporated into the national number. In the future, digits other than 9 will be used in the national number.


An additional change to the dialing rules for Spain, effective November 14, 1998, is not addressed by this update:
  • The international prefix 00 will replace the previous prefix of 07.


With this update installed, the TAPI dialing rules for calls originating in Spain are:

Local calls: FG (area code + local number)
Long distance calls: FG (area code + local number)
International calls: 07,EFG (07, + country code + area code + local number)

In the original retail and OEM versions of Windows 98, the TAPI dialing rules for calls originating in Spain are:

Local calls: G (local number)
Long distance calls: G (local number)
International calls: 00,EFG (00, + country code + area code + local number)


Italy

The following changes are included in the new dialing plan for Italy:

  • The complete national number beginning with the digit 0 is dialed for all national calls (both local and trunk national calls): (0 + NDC (national destination code)) + SN (subscriber number).


  • For incoming international calls to Italian subscribers, the dialing format will be changed from +39 NDC SN to +39 0NDC SN.


With this update installed, the TAPI dialing rules for calls originating in Italy are:

Local calls: IG (area code [optional] + local number)
Long distance calls: IG (area code [optional] + local number)
International calls: 00EFG (00 + country code + area code + local number)

In the original retail and OEM versions of Windows 98, the TAPI dialing rules for calls originating in Italy are:

Local calls: G (local number)
Long distance calls: 0FG (0 + area code + local number)
International calls: 00EFG (00 + country code + area code + local number)

General

These dialing codes are hard-coded in the Windows Telephony Server module (Tapisrv.exe), and cannot be permanently overridden (for example, by changes in the Windows registry). Changes to the dialing codes stored in the registry will be replaced by Tapisrv.exe the next time Windows starts.
