SYMPTOMSWhen you edit the Tcp1323Opts registry value for the TCP/IP protocol in your Windows 98/95-based computer, it does not enable RFC 1323 options as documented in the following article in the Microsoft Knowledge Base: Q158474 Windows TCP/IP Registry EntriesAlso, changing the Tcp1323Opts registry value has no effect on the behavior of the TCP/IP protocol on Windows 95 and Windows 98. CAUSE
There is a problem in the TCP protocol driver (Vtcp.386) when reading and implementing this registry value. RESOLUTIONA supported fix that corrects this problem is now available from Microsoft, but
it has not been fully regression tested and should be applied only to systems
