SYMPTOMSWhen you start your non-English language version of Windows 98, the CAPS LOCK key is on if both of the following conditions exist:
CAUSEThis problem occurs if you include the Keyb.com command in your Autoexec.bat file that is executed when you start your computer. The Keyb.com command installs a table that defines the translation of keys to the extended character codes suitable for the selected input locale, and then sets the CAPS LOCK state to On under the conditions listed earlier in this article. RESOLUTIONA supported fix that corrects this problem is now available from Microsoft, but
it has not been fully regression tested and should be applied only to systems

To work around this problem, remove the Keyb.com command from your Autoexec.bat file, and then restart your computer. NOTE: This work around is not recommended if you use any MS-DOS-based programs that need localized keyboard support, because that functionality would not be provided.
