When a connection request comes in and the name would resolve over DNS, the
"TCP/IP NetBIOS Helper" passes this request to the sockets interface.
However, this service is one of the last services started in the startup
sequence so this link may not be available.
RESOLUTION
WARNING: Using Registry Editor incorrectly can cause serious problems that
may require you to reinstall your operating system. Microsoft cannot
guarantee that problems resulting from the incorrect use of Registry Editor
