In the Hebrew version of Windows 95, the operation system converts a raster font character code to a glyph indexed font before passing the font characters down to the display driver.

The operating system sends glyph indices to the display driver, not character codes. The glyph indices are obtained from the font itself, or they are 0.255 for raster fonts. For the raster-based font, the high byte is always zero, but it is sent as a glyph index.
