This problem was corrected in the latest U.S. Service Pack for Windows NT and Windows NT Advanced Server version 3.1. If you want to restrict users from creating program items in Program
Manager, you can set restrictions by using either a) the User Profile
Editor in Windows NT Advanced Server, or b) the Registry Editor in
Windows NT.
