SYMPTOMSThe Winsock API WSARecvEx() on Windows 95 does not set the Flags parameter to MSG_PARTIAL even if the message was not completely received. STATUS
Microsoft has confirmed this to be a problem in Microsoft Windows 95. A fix
to this problem is in development, but has not been regression-tested and
may be destabilizing in production environments. Microsoft does not
recommend implementing this fix at this time. Contact Microsoft Technical

Winsock applications on Windows NT that use message-oriented protocols like
SPX with SOCK_SEQPACKET may use the WSARecvEx API instead of recv. The last
parameter of the API is set to MSG_PARTIAL if there was not enough buffer
space to receive the complete message. This enables an application to
detect partial messages.
