PRB: MMC: HTML Help Table of Contents Fails to Merge

SYMPTOMS
When you attempt to implement HTML Help from within a snap-in, the Table
of Contents (TOC) fails to merge with the existing TOC.
CAUSE
The TOC may fail to merge for one or more of the following reasons:
- The TOC was created using a version of HTML Help Workshop earlier
than version 1.1.
- Within HTML Help Workshop, the project may have been set to compile
with the Compatibility setting of 1.0.
- The TOC may not have been compiled in the Binary Mode.
- The TOC must have a single, top-level entry.
RESOLUTION
Make sure the following items apply to your HTML project:
- You are using version 1.1 or later of the Microsoft HTML
Help Workshop.
- Your HTML project Compatibility is set to version 1.1 or later.
- The TOC must be compiled in the binary mode.
- The TOC must only one top-level entry.
