Users who monitor another computer remotely by using Performance Monitor require the following permissions:
At least read access to the Perfc*.dat and Perfh*.dat files on the remote computer. These files are installed with Windows NT.
The asterisk in the preceding filenames represents the numeric ID of the spoken language installed with Windows NT. For example, on systems using the English language, the files are called Perfc009.dat and Perfh009.dat.
Permission to connect to the Registry of the computer they are monitoring.
At least read access to the Perflib\LanguageID subkey in the Registry of the remote computer.
The LanguageID subkey noted earlier is named for the numeric ID of the spoken language installed with Windows NT. For example, on systems using the English language, the subkey is Perflib\009.
