If you are a member of the sysadmin fixed server role, you can use the Create Publication Wizard to enable a database for publication and select tables or stored procedures (except in merge publications) as articles to be published.
If you are not a member of the sysadmin role, but are a member of the db_owner fixed database role, then you must have a member of the sysadmin role enable the database for you.
After the database has been enabled, you can also use the Create Publication Wizard to specify what types of subscriptions are allowed, how the subscriptions are synchronized initially, and the format in which the data will be published to the Subscribers.
